In good hotels, there are pre-designated waiters for various tables and the customers do not have to draw their attention themselves. (Waiter means a person who is already waiting for a customer).
In next category the waiters wear a name-tag and expect to be called by-name, especially by the routine/frequent customers.
Otherwise a nice, soft and subtle knock of table by a folk or spoon can work.
It is bad to shout or whistle at the waiters which should be avoided.

A good waiter will tell you his(her) name. If not I address them with "Excuse me, what is your name?"

If you say sir they won't know whom you're calling, It's better to address them "Waiter!".
They won't mind, because it's their job.

There is no need to use any title. Just be polite. Unless you want him to gob on your plate in the kitchen.

I always call them sir. It's respectful.
