On verizons website it says:
Depending on your location, you may be able to order high-speed internet access from Verizon Online even if you do not have Verizon local phone service.

dsl is good
i have sbc my self would have preferred verizon though coz of higher speed
but yes u need a verizon line to the get dsl
i have sbc dsl so did need a sbc phone line
