Not sure, but Strunk and White were editors who compiled a famous and well-respected book on proper grammar, usage and punctuation, called The Elements of Style. Teachers often refer to it or recommend it as a source in which to look up how to improve your writing mechanics.

Was someone trying to say that people don't seem to be as careful when they do their compositions anymore?

Wasn't Strunk and White the famous book on grammar and punctuation?

If you are in college maybe someone wrote a book either updating the current rules of language or a commentary on todays times.
