This would be a ratio problem. 6'4" is to 15 ' as 6'7" is to X

6'4" = 6.3333' (converted 4" to feet; 4/12 = .3333)
6'7" = 6.5833' (converted 7" to feet; 7/12 = .5833)

6.5833/6.3333 = X/15

or

X = 15(6.5833/6.3333)
= 15(1.0394)
= 15.591 ft

Just a ratio problem X1/Y1 = X2/Y2. That is unless you know the angle the sun makes on the horizon.

No answer is possible, you must have the height of the sun to determine the length of a shadow.
