Well, yes and no. All boys first identify with their mother and everything their mother does is by definition,"right." That can inckude dressing in their mother's clothes. After all, if it was what mom did, then it is OK if I do. So, this may be an experimentation kind of thing and is no problem whatsoever. Then again, it may be a symptom of something deeper. Some have already expressed the transgender idea, a female in a male body. And then it may be he is simply a transveestite, a male who likes to dress in female attire, but otherwise is straight. And lastly, gay. Not all gay men want to dress and appear feminine, but some do, and fall close to the transgender group, but would not want to actually change gender.
A long time ago, when I was 8 or 9 or 10, for Halloween, my mother dressed me as a gypsy girl. I had the opportunity to dress corssgender in a safe environment, so I never had the desire to dress crossgender outside of these few times, even though I had thought about it. When my mother dressed me, it was the full thing, with all of the underwear, everything one of my sisters would have worn, lingerie and all. The only addition, was a wig to give me long hair. I admit it was a thrill, to feel the softness of the lingerie, but it never went any further than that, just those few years my mother dressed me for going out to get candy from strangers on Halloween, and I think this may be typical of most young boys, that they have an opportunity and see it is not a right thing to do and go on with their life, which is what I did. I see women in lingerie and I am attracted, but I have no desire to wear women's clothes even though as a child, a pre-teen, I did exactly that, completely cross dress as a female.
Is this a problem for you? Maybe. You may end up sharing your clothes. Maybe you will be able to help your brother find himself. He seems "lost" in his gender if he is cross dressing, but that is not always a BAD thing, just different.
Think about it, you wear pants, don't you? You've worn a boys outfit, haven't you? Why is it so wrong for him to wear your clothes when it isn't so wrong for you to wear HIS clothes?

Okay; this might sound weird but did everything match? If he is young there still may be hope!
Well this happened to friend of mine while in school, almost a hundred years ago now, but if my mind doesn't fail me they told his mother that if things didn't match well then things might be able to be repaired. As he was not so much in the closet or what ever ,that he had been studying how to blend colors and accessories. (As we say now adays, able to accessorize and color coordinate his wardrobe.)
So if things didn't match well, like brown shoes with a black hand bag, either he is really colorblind or cannot accessorize so maybe if y'all don't totally scare him to death you can change his mind.

There is nothing wrong with your brother. At his age he maybe curious or a crossdresser. Love and support him in this and you will become really close. It;s not a problem unless you make it one. He still is the same person.
Remember it's just clothes..........

Maybe he was curious. I wouldn't worry about it unless you keep missing some of your clothes.

Funny--Women can& do wear "MENs" clothes--But think there is something wrong with men wearing"Womens" clothes-
Some schools I went to didn/t Allow girls to wear pants of any sort--
