Eating out with a friend: No... You are eating out with THE FRIEND... not the person over the phone... (RUDE! I've been in that situation before...)
Shopping in department store where salesperson's trying to assist: Again, NO. Rude, rude, rude. These people have other customers, not just yourself. (Again...been in situation...)
On a date:......Please use 'de common sense.....
In line at a grocery store: Yeah, that's okay. No one's waiting on you, and your not hurting anybody else or their feelings - just... don't be too loud.
In conversation with another person: It's rude to both the person on the phone and the person your conversating with. Think if you were in either situation...
In another person's home: Yeah, I think that's perfectly okay as long as it's not disturbing the other people in the house.

No. Proper etiquette determines that your attention be focused on your respective company while out to dine, mindful of the salesperson doing his/her job and waiting to assist other customers, on your host when at another's home, on your peer when involved in a discussion, and simply not annoying the person behind you in line at the grocery store. You are aware of any situation that might be so pressing that your cell might be on... vibrate, that is. Then, if the matter is pressing and urgent, you can excuse yourself to address the call. If not, respect your environment.

My personal rule of thumb is: If I'm in a location where I feel like I should be whispering on the phone, I should not be using the cell phone there. This usually means just about anywhere!

In another person's home is ok, if you are alone. Not in his presence.
Other occasions, unless it's an emergency, it is not acceptable.
Mind you I've been in CINEMAs where ppl were on the phone.

that's nothing comparing to my country where you can see everywhere in restaurants, bars people with their phones on the table. that's the first thing they do when they sit down, put the phone on the table. even more, at my work they let the people waiting for their information and actually RUN to answer the phone and talking personal stuff.

huh! not really..it depends on the urgency of the matter...You can hang up if a friend just dropped by to gossip but go on talking if she has a problem to share wit..it all depends on how important is the gist of the current situation your are making out and if the phone calls has a higher degree of priority you can just go on paying attention on it.Or otherwise just say adious it my time out!
