There's your problem, you're trying to use both cable and DSL. Unplug one of them, and you'll be back to having a fast internet connection.

Call your internet provider and have them do a speed test on your line. They will talk you thru what ever it takes to get the speed they offer. If they expect you to stay a paying customer they have to provide the service offered.

Clear your cookies, temporary internet files, run a virus/spyware scan, run disk defragmenter, and close any open programs other than the one you are using.

Get rid of the file sharing programs you are using to steal music. They are full of spyware.
