You may have the problem of sharing your very fast cable connection with too many other users on the same subnet at the same time. This will slow things down to a crawl. I would suspect this if your problem is worst at "high use" bottleneck times, like during the early evening after dinner, but doesn't happen at 6am or 2 am.

I would download a program called PingPlotter (try www.pingplotter.com ). Download the free trial, and turn it on to ping www.google.com or some other major site, and let it run for about 24 hours to see if there is a band of RED that marks the slow times.

Another thing that may help if this is NOT a high-demand bottleneck but instead a problem with your modem. Try turning your DSL modem off, wait 20 seconds, and then turn it on again. This sometimes resets the modem and restores a good datarate. Otherwise, I'd call your service company and complain....they can do diagnostics over the line while you're on the phone to check it out.
