The US House of Representatives. Period. End of answer.

When, and only when, the House votes FOR impeachment, it trigger a trial (for removal from office) in the US Senate.

Congress. Two parts, as defined in Article I.

Section 2: The House of Representatives ... shall have the sole power of impeachment.
Section 3: The Senate shall have the sole power to try all impeachments.

Any federal official can be impeached (which is just a type of grand jury) after impeachment comes an actual trial. Pres. Clinton was impeached and found innocent. For the US President, impeachment process begins with the US House of Representatives, specifically the Judiciary Committee.

For the Federal government, the House of Representatives can Impeach the President. This is basically similar to an indictment. The Senate then tries the President and can remove him from office.

Clinton was impeached but not removed from office.

I am assuming your question is specific to the President of the United States and my answer is based on that assumption.

The US House of Representatives. Debates and votes on the Articles of Impeachment. If the vote is in the affirmative, i.e. they vote to impeach. The President is impeached at that point.

The US Senate then tries the accused. With the Chief Justice of the Supreme Court overseeing the proceedings. They will return a verdict of "Guilty" or "Not Guilty".

Please note, "impeachment" is not a conviction, it amounts to an indictment. The US has had two Presidents impeached, but neither was convicted, and both continued in office till the completion of their term.
