Yes. I've seen the background check that my employer ran on me (and it was for an internship) and it was intense. They managed to get my college transcripts and my GPA was clearly listed.
As for how stringent an employer is, there really is no answer. Big companies have hundreds of people competing for every slot, so its easy to find someone with a GPA in their desired range.

I have had a lot of jobs and have hired a lot of people I have never heard of or seen an employer acually take the time to check GPA they do check if you really graduated or not though.
Unless you are applying for a law firm. Or are trying to be a doctor this is not something to worry about.
