Is there a way to use a joystick as a substitute for a mouse?

Could someonme tell me how I can a joystick or a game controller to work as a substitute for a mouse.

I've had a little program in the past that enables you to set joystick commands as mouse command. Unfortunately I cant remember its name. Try a Google search.
