I believe USB controller controls your USB ports... funnily enough. I doubt Pentium has anything to do with any problems you may be having though. All of my recent computers have been Pentium based, and I've never had any USB issues.

The USB High-Speed USB 2.0 PCI Host Card Controller makes its presence known bringing with it a blazing 480Mbps speed to USB connectivity. With bandwidth being an amazing 40 times greater than USB1.1 it's a perfect high speed interface for transferring extremely large amounts of data from USB 2.0 compliant products. Such peripherals as real time video cameras, scanners, portable drives and others will benefit. The High-Speed USB 2.0 5-Port PCI card controller gives your computer the highest USB speeds available today.
With a 5th internal USB Port Connection the USB High-Speed USB 2.0 PCI Host Card Controller takes into account the future of USB products.
"PCI Host Controller"
The 5 Port USB 2.0 PCI Host Controller Card is an excellent choice to both expand your current system USB capabilities and future USB capability. With 4 external ports and 1 internal port for future products that come out on the market, this card is the right choice. I used 4 peripherals to test this card, they were a scanner, printer, USB optical mouse, and a 16Meg USB Key drive. All worked as expected with no problem. All peripherals with exception of the mouse and key drive were USB 1.1 devices and were all connected to the card at the same time so port switching and performance for devices was not a problem when being used simultaneously. If your in the market to expand you USB capabilities on your desktop whether it's a NEW or OLD system I would recommend this card. It certainly allows for more peripheral performance and device connections.

The USB controller can be either built onto the motherboard or as a PCI slot in card. You may need to install your motherboard drivers to get full functionality.
Your Pentium will be able to accomplish what you ask, as long as you are running a Windows operating system later than Windows 98.
