A kilometre is a measure of distance approx equal to 0.6 miles.
A liter is a measure of volume slightly larger than a US gallon.

If you use ten litres to travel 100 km you will be getting 10 km/l .
In metric they usually quote in litres per 100 km. So, the lower the number of litres, the better your fuel use.

You calculate the same way you do miles per gallon, just kilometers per liter.

A liter is slightly larger than a US Quart.

3.8 liters is a imperial gallon.
