I'm pretty sure you can as long as a parent is with you. I live in Texas too and I got my first one at 18.

The State of Texas does not allow "legal" tattoos to anyone under 18 unless the "tattoo" is to cover an existing tattoo; and, only then, if the parent consents and avows that the tattoo being placed over the existing tattoo is in the child's best interest.
There are some cities in Texas that have ordinances against ANY tattooing, even though the state legally endorses the practice.
Whatever your age, carefully consider that the marks you place, or have placed on your body, will be with you for a very long time. Tattoos you think are "cool" when you are 18, 22, 25, or even 30 or 40, may not be so "cool" when you are 65.

Texas Tattoo Laws
Tattooing
We require any business which is in the practice of producing an indelible mark or figure on the human body by scarring or inserting pigments under the skin using needles, scalpels, or other related equipment to license with the Texas Department of Health. This includes studios who perform traditional tattooing, permanent cosmetics, scarification, and branding. An artist may not tattoo a person younger than 18 years of age without meeting the requirements of 25 Texas Administrative Code, §229.406(c), whose parent or guardian determines it to be in the best interest of the minor child to cover an existing tattoo.
In other words, you cannot get a tatoo until you are 18. The only way around it is if you already have a tatoo and your mother wants it covered up or altered. If that is not the case, you have to wait until you are 18.

An artist may not perform tattooing and/or body piercing on a person younger than 18 years of age without the consent of a parent, managing conservator, or guardian of the individual. The consent can be satisfied by:
(1) a written and notarized consent by the individual's parent, managing conservator, or guardian which shall contain:
(A) the full name, address, and telephone number of the client;
(B) the full name, address, and telephone number of the parent, managing conservator, or guardian;
(C) the location on the body that may be tattooed or pierced; and
(D) the signatures of the minor and parent, managing conservator, or guardian; or
(2) the individual's parent, managing conservator, or guardian:
(A) being physically present at the time the tatto and/or body piercing is being performed;
(B) executing an affidavit stating that the person is the parent, managing conservator, or guardian of the individual on whom the tattoo and/or body piercing is being performed;
(C) presenting evidence of the minor's identity to the artist; and
(D) presenting evidence of the status as parent, managing conservator, or guardian of the individual who will receive the tattoo and/or body piercing to the artist.
There are also laws that state a Parent must be at least age 27 to give consent.

As long as your mom will sign for you, you can get a tattoo. But make sure it's something you really want (like something you've personally designed) and not just some pretty flash on the wall. I made that mistake when I was 19. Granted, I like my tattoo but I wish I had gotten something with more personal meaning. My next tattoo will definitely be something I design. If you can't draw, your tattoo artist will be more than happy to come up with something based on your ideas. Good luck!

In some states u can but im not sure about Texas. Just make sure that your mom goes with you to sign the papers but in certain states they still wont allow it. They classify it as child endangerment/abuse. I know thats crazy right!

Not sure about Texas, but most places you can get it done with parental consent. Depending on what you want and where, I would wait if I were you, wait until you finish school and get established in your career before you do anything that's visible (with clothes on).

what you should do is call one of the tattoo shops where you live and find out the policy-but they probably will require a parent or guardian be with you.
