It depends on which definition you are using.

Traditionally everything on storage is done on power of 2. So 1024MB equals to 1GB. Similarly, 1024KB equals to 1MB. This is still true on memory capacity.

However, knowing they can make the capacity appear larger, hard-disk companies started using 1000MB = 1GB quite many years ago.

It makes very small difference in reality which system you use.
