It sounds like static discharge from your monitor.You may have some dust in it.

You could try getting a UPS with surge protection to see if it corrects any power problems, but if it is actually the monitor, then it may be close to quitting.

Sounds like a power outage from your electric line.. I have that happen as well..

More then likely your moniter is causing the problem.To be sure if you can hook another moniter up and see if this stops it. If not its your video card..
