A few upper level jobs are open to political appointment, and change with the administration, but FEMA has been in existence since 1979 (begun by Jimmy Carter) and the workforce is made up of permanent CIVIL SERVICE employees. Like the armed forces, they are not hired based on their political leanings. As a result, FEMA's performance, or lack of it, was little affected by the appointment of Michael Brown as Director.

I think you know as well as I the answer to your question, so lets begin with the (1.)Acceptance, I accept the fact that our president has not been performing his duties with the best interests of the American people in mind.
I will study the FACTS of evidence on both sides of the reasoning regarding the demise of WTC #1, #2, & #7 on Sept. 11, 2001.
That's it, just those 2 things!
If you think for one second that myself and the other Americans who know the truth didn't just about double over and throw up the moment it became clear in our minds what has been going on especially over the last 6-years with this Bush character. It hurt's like hell; the realization that we had been deceived, by our own government. It's like look what we have gotten ourselves into! I'm not buying any fighting terrorism bull, cause they don't have any real terrorists, it's all spoof, and you know it! OK , FEMA, weather modification technology, right around hurricane season, makes for some big waves. Either way Brown and the FEMA cronies didn't spend loose change on squat. They pocketed the cash and hoped a large death toll for the Heart of America's Soul, by defending the storm as it pulverized our one and only New Orleans. Counting their billions beforehand, with speculation and the evils & greed they represent.
All the money spent in the Middle East killing innocent civilians and a few crazies (who will stand up for their right to live)... If instead we split the billions up among every American man and woman 18 & over we would each get one million bucks.! I can't stand it. So we would all have a new car, new house, new everything! free and clear. Hey thats each and everyone of us, that's a fact, do the math, I pray you will. That way this whole matter will flash in front of you're eyes and you will catch up to those of us who have been waiting for you, or also......shall we say disenchanted with the status quo, and we're going to change things for the better, for ALL! Better for all, what kinda commie jargon is that? It sounds like Socialism! OMG that's like Communism, hell we've been fighting commies for years........ Nope, that's Democracy, Domocracy at work, remember! Remember ? Are you back ? Welcome back!

Its common practice by previous Presidents to load up agencies with political hacks. FEMA has always been a bastard child when it comes to federal dollars and priorities as set by past Presidents. Ask any Police Chief, Fire Chief or Emergency manager and they will tell how it works or as in the case, how it doesn't work. What a concept, to actually appoint someone that has emergency operations experience to the Federal Emergency Managment Agencies top job.

I don't believe he's the real cause...but I have to agree that political appointees have become far too powerful. The worst is in the FDA where decisions normally taken by scientists are now routinely taken by political appointees instead. Don't get me started on the FCC! Whew!
The sad part is that if the Dems come back...they won't fix it...they will just substitute dems.

The entire system is full of inexperienced no-dough's. The U.S. is crumbling mighty fast.
All facets of government, including corporate america need to stop hiring no-doughs' & start hiring people at the bottom and allow employees to work their way up (actual hands-on knowledge credentials),etc...
Too many wannabe top dogs!

yeah and that same exact team did a great job with the 6 hurricanes Florida had to deal with the year before. Sorry, the blame is at the local and state level, no where else. The feds have proven time and time again that they were ready for hurricanes. What we have here were too inept politician at the local and state level and because of that, people died. Plain and simple.

I find it amusing that Bush supporters who responded to you are blaming the States and cities. Funny thing is, there not resposible for staffing FEMA, Bush and his subordinates are. Get a clue you dolts.
