WOW, only one person has correctly answered. They are illegal because they were incorrectly labeled as wild animals and placed under the control of fish and game. A lot of states made that mistake but have since corrected it. California, unfortunately, has yet to open it's eyes and see that the ferret is a very domestic pet. The vast majority of ferrets sold in the pet trade are speutered (and would have to be in order to be sold in CA under the proposed bill). And if an intact ferret did somehow happen to get loose it would quickly perish. A ferret on it's own would be lucky to survive a week. They pose no threat whatsoever to the enviroment.

Basically , they are a threat to the environment, which they are not.
I think people are more of a threat to the environment - look at all of this Global Warming -it's not the ferret's fault!
They are legal in 48 states out of 50. I can't see any reason why they should be illegal in two states, if they are legal in 48. What does that tell you?
There is one thing to always remember about ferrets: they are like Lay's potato chips: you can't just have one!

Ferrets are ban from some areas due to the rabies threat. Even though I believe they have a rabies vaccine for ferrets. It is not recognized by the health department. Meaning if your ferret bites someone it would still have to be processed for rabies.
Many people get confused on this part. In order to test an animal for rabies they have to kill the animal and run test on the brain.
When an animal (dog or cat only) is confined for rabies observation. They are only observing the animal for signs and symptoms of rabies. If they show no signs after 10 days they are returned to the owner or put to sleep if they do not want the animal back.

Most exotics are prohibited, like Ferrets, Hedgehogs, Sugar Gliders and Chinchillas to name a few. California is also debating banning Pit Bulls and smoking. I think the entire state has gone nuts! And half the crazies are moving to Oregon!
I think people are afraid they will be released or will escape into the wild and will harm the eco system...

Probably because ferrets may theoretically be mixed up with the dreaded national security threat - the Chupacabra. If this vampiric goat sucking monstrosity crosses the border from Mexico we're all doomed. I'd rather be safe and have no ferrets than to lose sleep over a mix up with this beast. Does this help?

I think it has something to do with farmers seeing them as some kind of a threat. I alway wonder though why ferret food is being sold in pet shops.
