So... she has a boyfriend and she likes this other guy 3%? How the heck did she come up with 3%? Why not 2-1/2%? 5%?
You didn't tell us what percentage YOU like him! Is it more than 3%, because if it is, then I guess that you should get to like him more than her.

If she has a boyfriend, and she only likes the guy that you like 3%, then I would talk to her and let you know how you feel about that boy, and that you're going to maybe ask him out. She shouldn't care too much if she has a boyfriend and only likes the other guy 3%. Def talk to her tho....unless you think she will sabotage your efforts to go out with that guy.

Well, you sound very young... maybe in high school or younger... BUT it sounds to me that you should tell her.. "Hey, I like this guy, I want to see if he wants to hang out...You already have a boyfriend so please let me have a chance" AND if she get's upset then, hey... it is NOT the end of the world...life goes on!
