Do you see them after you lose weight or when you gain a lot?

You get them from both.
Basically, you get them from losing lots of weight, in which the marks show where you had the most fat hanging & you also get them from gaining weight, in which the marks show where your skin is loosening & stretching.

Now, I'm quite skinny & I have a few stretch marks on my hips, but that is because I was bigger from my hips down.

both
Stretch marks occur when the tissue under the skin is stretched and loses its elasticity. Basically, stretch marks are tiny tears in the dermis − or second layer of skin − that result in permanent scarring. Marks vary in color ranging from red to purple and usually fade to white or flesh-color over time. Some stretch marks will disappear altogether.

Normal Part of Puberty

It is normal for teenagers to get some stretch marks. The marks occur when a person grows or gains weight in a short period of time, such as during puberty. However, getting stretch marks does not necessarily mean a person is overweight. Thin people can get the marks too, especially when experiencing a rapid growth spurt.

Who Gets Stretch Marks

There are certain factors that increase a person’s chances of stretch marks, including:

Heredity
Skin type (people with dry skin)
Rapid weight gain or loss
Pregnancy
Most people think that only girls get stretch marks. Although it is more common in girls, boys can get stretch marks too, especially those who lift weights and gain a lot of weight.

Stretch marks typically appear on the breasts, thighs, hips and butt. Some people will get marks on their backs and upper arms as well.

No stretch marks do not mean you are fat. It means your skin stretched to cover you and therefore you have stretch marks. I am a 5'6 tall girl who weighs 119 and I have light stretch marks on my inner thighs and by my hip bones simply from growing. My husband also has light stretch marks on his inner arms from working out and his biceps getting bigger. When you gain weight and get stretch marks from that they are usualy red or pink, pretty noticable. But when you lose weight your stretch marks will become small and white in color, not very noticable.

They mean your skin has been stretched and torn, a bit like if you stretch a plastic bag or wrapper.
Stretch marks caused by being pregnant normally fade over the years because the skin was stretched only for a relitavely short period of time.
Strtch marks caused by being say overweight for longer periods of time may last much longer.

They appear after any quick weight loss or gain. You can reduce and help to prevent them by using cocoa butter to help the elasticity of your skin.
