It is the result of an old practice of using what is called a “Beauty Spot.” In the Victorian era, men and women of the court (any royal court) would place a small dot on their face as a way of drawing attention to what they believed was their best facial feature. These spots when portrayed in movies, looked like small moles.

And as Paul Harvey would say, “Now you know the rest of the story.”

The "Marylin Monroe" answers sounds plausible, but I think moles were popular before that, maybe in Victorian England.

Personally, I don't think of them as "beauty" spots. I mean, they're just moles.
