There are now a total of EIGHT shopping carts by the gate where I drive into my apartments! Someone keeps leaving them here and never taking them back. The grocery store is freaking 2 blocks away. I think this person lives here, and management is doing nothing about it. It is driving me INSANE everytime I get home and have to see them sitting there! Do I have a right to be mad? Do I have a right to wring the manager's neck?

If I was you I would tell the store manager, and have him look for himself. That way he can make an official complaint to the right authority or put a sign in the window of his store with a warning for people who take the trolleys.
Also, the apartment management should have a responsible regarding safety and the trolleys should not be blocking the entrance to the apartments.
I have seen this my self too in some parts of the UK, I think it is irresponsible of people to remove the trolleys off the premises of the stores' car parking area. What I found strange is that the people at the store who look after the trolleys don't seem to care about this issue either- I am sure the store's managements is unaware as he has left it to the employees of the store to do their jobs.
Shoppers should not be able to get away with this. At least, they should feel some sense of responsibility towards the community within which they live.

I don't know if there's anything you can do unless you see the person who's bringing the carts to the complex. Sounds like there's more than one person though (8 shopping carts?). I know that if it was me, I'd want to push the carts out into the street or directly into the parking lot so that someone else would become annoyed and hopefully do something too. But that's not safe or the right thing to do. I don't know what is.
Sure, you can be mad. No, you can't wring the manager's neck. What do you expect him/her to do?
Keep your eyes open and ask others to do the same. You've got to eventually catch the person. Then you can call the store and report them for stealing.

Don't get upset or mad so quickly over a small matter like shopping carts left by shoppers at your apartment complex.
I'm sure there are ways one can solve it amicably.
Talk nicely to the grocery shop owner that the carts are in
the way and you're not happy about it. The owner will under-
stand and he'll get his staff to remove it whenever the carts
are left there.
At the same time, put up a standing notice board prominently
to inform shoppers not to park the carts at the entrance of
the apartment. Also inform the management of the apartment
too.
I hope all will co-operate well in this incident and you needn't
get mad or thinking of shifting out to another apartment.

oh yes you do!!! There is a 1-800 number for shopping cart removal. 800-252-4613. It has become such a huge issue in some neighborhoods stores have instaled security devices to stop them from leaving the parking lots and some cities are implementing fines for those stores shopping carts that are found. Those fines are hefty!!!
Start with calling the 800 number then call the store and complain!
Not sure the manager will be able to do much, but the stores can do their part!

Well 1st, I'd complain to the apartment manager. But please don't wring her neck! It seems to me, however, that she's known about it for awhile & nothing's been done. So, you may just have to take it up with the store manager. He/she is probably wondering where the carts are going & will be glad to get them back.

Yes, but you might be taking it too personally. I don't think you should injure the manager over this issue. Perhaps a call to the grocery store would be in order - they might send someone over to collect them, as grocery carts are $$$$$$

Just smile, and make the decision to be the friendly neighbor who turned the person in to the police. Watch carefully to identify the person who did it. If you have to, take a picture of them. Then, simply call the police and report a theft, or even better, you can also call the store from which they came, and inform them of who is stealing the carts so they can press charges. That way you can remain anonymous, and for once, you can enjoy the entertainment value of watching the moron getting busted for his/her stupid behavior! Best of luck with this.

Yes, it is annoying to have shopping carts left at your gate. I suggest calling the store and telling them that there are several carts there and they need to come fetch them. Figure out a way that the shopping carts are hazardous (be creative) and tell your management group about the "dangerous" situation, they will fix it.
