U can give someone the resources but it doesnt neccessarilly mean that person will use them

It means that you can give someone all the resources that they can use, but you cannot force someone to use them and help themelves. Just like our children get free K-12 education, but some choose to be ignorant and not use that to their best benefit.
another example:
A Drug user can be sent to rehab, but if they do not want to rehab themselves, they will just leave and do more drugs.

It means you can set things up for a result but you can't make it happen - if your mother and sister have been fighting, you can invite them both to lunch, but you can't make them be nice to each other and make up.
