U can give someone the resources but it doesnt neccessarilly mean that person will use them

but wait....there's more: as I remember it from my childhood, the full saying goes, "you can lead a horse to water, but you cannot make it drink. you can send a boy to college, but you cannot make him think."

It means that you can give someone all the resources that they can use, but you cannot force someone to use them and help themelves. Just like our children get free K-12 education, but some choose to be ignorant and not use that to their best benefit.
another example:
A Drug user can be sent to rehab, but if they do not want to rehab themselves, they will just leave and do more drugs.
