alt+1+6+8 (but the numbers on the side)
so hold alt down while typing, 1, 6, 8. this works on word.

Do you have a mac or a PC?
On my mac, ¿ is option+shift+the ordinary question mark button.
alternately, just select this one ¿ and copy/paste it into whatever you need.
Remember not all fonts may have this, so it's best to stick with something like times new roman

¿What do you mean?
Okay, on my computer (Mac) I go to the "Edit" menu in any program, then choose "Special Characters" from that list, select the upside down question mark (¿) and click "insert."
May work on PCs too if they're not too old.

of corse! first you get a thing that you want to make into an upsidown, lets say a bowl of cerial. so you hold it, and turn it over. easy peasy ;) but a bit messy!
