What is the meaning of "quite a card" expression means ?

Quite a card -- refers to a person who is constantly joking. Generally a person who thinks he's funnier than he really is.

Card referred to is the Joker.

When someone says a peson is "quite a card" - it means they are a character. Someone who is interesting or unusual maybe even entertaining.

For example:

"Man do you see John's comedy routine? He's quite a card!"

"Card" as used here means a witty amusing person who makes jokes, in short, a pundit. "He's quite a card" means a person is an enjoyable person to meet (if you love to laugh) but his jokes are always loaded with meanings (if you think through each one of them) and he is a critic who manages to send his message across without offending everyone.

One of those I like is one critic, quite a card, by the way, who said "Those politicians claim to be the cream of the crop... well, they are... the cream of the crap."

Someone who's funny. I believe it comes from the joker playing card... but that's a guess.
