I'm confused, I thought that Fetal Alcohol Syndrome was something babies would have if its mother was drinking during pregnancy? Or did you mean this as a joke?

If it were a fetal alcohol problem, it would mean their Mother drank heavily before they were born. I know what you mean though. I would think it was Nixon.

I think our current president definitely shows some attributes that may be associated with FAS, such as moderate retardation, and inability to form and articulate sentences.
