In my part of the USA, pool owners are required to have fences around their pools. The rules are very specific as to the height and size of mesh barrier. Gates are required to be locked when the pool is not supervised. Homeowners are held responsible for keeping the pool secured and are responsible for accidents. Pool accidents are rare in my part of the country.

I am sorry about your brother and I realize that pools can be dangerous. Maybe you should start a grass movement to change the laws regarding pools in your area since it sounds like there are a lot of problems with them.

Good luck with your efforts.

Pools are great fun and great if you need exercize. But people need to be smart about their pools. They need to be fenced with a fence that has a lock on it so kids cant get inside. Children need to be supervized by an adult who is a good swimmer. No one shouls swim while under the influence of drugs or alcohol. People shouldn't dive into water that's less than 8 feet deep.

You could ask this question: Tons of people die in car accidents every year. Why do we still own cars? Why not just take the bus all the time instead?

I'm very sorry for the loss of your brother.
Although I can understand your thinking and frustration, it wouldn't solve the problem.
Getting rid of a pool because someone drowned somewhere, would be like getting rid of cars because someone died in a car accident.
Drownings are accidents. Sometimes they can be avoided, and sometimes, they just happen. The only thing we can do to try and prevent drownings is to fence in the pool, and educate people.
Once again, I'm sorry for your loss. God bless.

Everybody who owns a pool or takes their kids to a public pool regularly ought to teach their kids about pool safety. Take them to swimming lessons if they're not willing to do it themselves. You can't exactly make them illegal; that would work about as well as Prohibition did, which means not at all.

A fence with a child proof lock should be sufficient.
