For clarification to get the idea of my problem....
ex. sqrt4 is 2
^2sqrt4 is also 2
^3sqrt8 is also 2

the homework question is multiple choice, and yes...one of the choices is "already reduced"

^4 sqrt(2) = fourth root of 2
cannot be reduced
You can reduce the fourth root of 4 because
fourth root of 4 = fourth root of 2^2 = 2^(2/4) = 2^(1/2) = sqrt(2)
