This depends on the cartridge, on how you will end up refilling it. You would have to research your printer cartridge, some use needles, some use other methods, but most refillable kits come with everything you need most often if you bought the right kit for your ink cart. Personally, I don't recommend doing this, as you can end up with many problems with your printer, and this will also void any warranty you may have had on your printer.
Some reasons not to do this, and some other options, are :
If you attempt to fill the cart yourself, and you do not do it right, you can damage your printer, and spend more money than it was to buy that $35 cartridge, which is a rip off, but really is the best choice when you narrow it down to the end.
If you do however fill it right, air can still creep back into the cartridge, and dry the ink out over a short period of time.
If you have made up your mind, and you are going to use refillable ink from now on anyway no matter what anyone says, then buy them already professionally done and filled, so they are sealed right and air cannot escape. You can buy these for cheaper than half the price of a normal cartridge, but may still run into a ink leak on the paper once in awhile.
You can also buy an extra printer,(since they are so cheap now days) to practice your ink refills on, and keep another printer for important work, so you won't waste much ink on the $35 cartridge printer. One more option, and also good for a third option, is get a dot matrix printer for printing just text only, the ink lasts a very long time. Good luck!

Refilling a printer cartridge can save money. But it almost always results in degraded performance, especially if repeatedly done. The printer cartridge heads have a lifetime of only a little longer than the ink that's in them. Hundreds, maybe even thousands, of refill kits are available online. Just Google printer refill kits, and you'll find them. But, spend the extra cash and buy new cartridges if you want good quality output.

I have a basic model canon printer and I have been filling the cartridges for two years. The money I have saved has covered the cost of the printer. It’s not photographic quality but for text and grey scale it does the business. Of course the manufacturers don’t recommend it; that’s where they make their money.

Get plenty of newspaper and tissue for leakage during the process. Anyway, refilled cartridges are way behind fresh ones in terms of printing quality.

You need to buy a refill kit which comes with the ink and syringes. However it is not recommended to refill catridges as it is messy and normally does not work very well.

If all the people who bought refillable were to tell the trues then they have all ends in the bin, buy a new one and save the money ,because if you do buy one you won't buy any more.
