Just like
1 yard = 3 ft, and 1 yard^3 = (3 ft)^3
1 cubic yard = 27 cubic feet
In your case 1 cubic in = (2.54cm)^3

yes, but make sure you CUBE THE 2.54 when you convert as well, not just change the cm to cm^3.
so one inch cubed = (2.54 cm) ^3 = 16.387 cm^3
this is important when using this in calculations.

no because 1 inch to the power of 3 would be 1*1*1 which would be one inch and 2.54*2.54*2.54 is 16.39cm

Well, now, what do you mean? 1 in^3 is (2.54 cm) ^3, which is (2.54)^3 (cm)^3 so about 13 cm^3.
