In theory, yes.
In practice, not easily at all. Want proof? Call every currency exchange in your phone book (listed under 'Foreign Exchange' in the yellow pages). Even if you find one than buys Vietnam currency, the exchange rate will be a BIG discount from what you would get in country. Probably better to sell it as a collectable at your local coin shop.
