orange is opposite of blue on the color wheel, so if they agree with your skin tone, try orange tones...such as browns that are a bit orange, or bronzes. never use blue, and never match your makeup colors with your clothes.
for small eyes, use an eyeliner (since you are fair, i would go with a bronze or brown) on the outside of your eyes, following the lash line. go from outer corner to the middle on top, and on bottom the same..outer corner to middle. then, for a nice touch, you can carefully apply a line of light shadow from the inner corners to meet the eyeliner, blending where they meet.
i would also stay away from black mascara if you are fair-skinned, but practice makes perfect! play with that makeup and find different ways...do one eye one way and the other eye a different one. see which one is most flattering.
usually, standard eyeshadow application is using a light highlighter on the brow bone, a medium or light shade on the lid, and a deep hue in the crease of your eye...from outer corner to the middle. blend well, always. to add an extra glamourous touch, after applying the shadow in the crease, find another deep shade and make a C shape on the outer corner, beginning in the area of the middle of the crease, ending just past the outer corner of the eye.

Don't overkill the make-up, brown mascara, brown eye liner, maybe a little foundation to blend your skin tone and tinted lip gloss. If you have really fair skin a little blush is good. The best colours for fair skin are lighter tones. To make your eye's look a little more blue try lighter browns, lighter pinks. If you do not know how to put it on try buying a book or go to the library and find a book on how to apply make-up.

Blue eyeliner applied very close to your upper eyelashes will help make your eyes stand out.
Use a lighter colour on your brow bone to make your eyes seem bigger.
You may want to experiment with putting some lowlights in your hair (as opposed to lighter highlights) - perhaps in a deep red or chocolate. It's amazing how much bluer your eyes will look when you do that.

don't put on to much eye liner but use a earthtone color eye liner and us a stick eye liner don't use a wild color mascara and use earthtones too don't ever use any funky colours apply light lipstick or better yet lipglose make sure you re a ply it after every meal or 2 hours use a pinkish blush and use a liter than your skin tone cover up stick also use litle bit of purple eye shadow i think that would be best hope this helps you bye

First put on a foundation that matches your skin tone. Then put on a concealer to conceal moles, pimples, zits, and scars. After that put on a pretty colored lipgloss to make your lips pop. I'd suggest dior a lick of taffy lipgloss. (Go to sephora and look it up) Then put some blue grey eyeshadow on your contour and a little bit of dark eyeshadow. Put on a little mascara, try blackest black and some blush and you are good to go.

You want to accent only one part of your face to make it stand out. You want to do your eyes so go easy on the blush and lipstick (maybe a clear lip gloss instead). That automatically draws attention to your eyes. Almay has a line geared for specific eye colors. It's a trio of colors that are supposed to make them "pop". It even gives you directions for putting it on. And it was only six bucks.

I would do a nice rose tone on your eyelids and a neutral gloss. If you want your eyes to look bigger put a little shimmery beige eyeshadow underneath your eyebrow bone. Use a soft rose color for your cheeks and your good to go!

if its for the day use your eyeshadow lightly for the evening darken it up. i have some what small blue eyes too, using black eyeliner on the top only and a lash extending mascara on the top only too helps my eyes look bigger and bluer. hope it works for you
