The legislative branch is defined in Article 1. Consent of the governed is in the the Declaration of Independence and is pretty much the underlying theme of the Constitution.

I know what you are saying. I agree. People need to read the document. Good question to invoke thought in the mases. Too bad people are so arrogant. Even patriots it seems, cannot read between the lines.
I'll bet the Bush supporters hate the word "Constitution." That is what their boy Bush is trying to destroy. He will fail.
