insufficient information. is the temp in C or F? 12:00 p.m. is an awkward use of the ante and post meridiem system (in fact, a misuse). what year? what CALENDAR?! julian? gregorian? eastern orthodox!?

July 4th. 12:00PM, while technically inaccurate. is generally presumed to be Noon (as 12:01PM is one minute after Noon). The wild card here is temperature 40 -40 what? Fahrenheit? (would mean some place where it would be Winter -Southern Hemisphere) Celsius? (would be over 100 degrees Fahrenheit, so it would be Summer -Northern Hemisphere). Either way, too warm to be at one of the poles -but there's any number of places you might be. Not enough information to answer the question.
