I have two chinchillas and I strongly recommend that you do not house your chinchilla outside. They have trouble regulating heat in their bodies (they do cool their blood through their ears for those who were wondering how they cool down) and their fur is not designed to be exposed to water.
They can get various kinds of fur rot / fungi conditions because their fur will hold water. This is the reason they take dust baths to remove oils and moisture.
Also chinchillas are prey animals so by instinct they are always stressing out about what might be out there to eat them. Being outside in a cage often sends them into frenzies or may cause behavioral disorders like fur chewing.
At least in the wild they can get away from predators, nest in cool dry places, and not be locked up and subject to hunters.
If taken care of properly, bathed regularly in dust and changed at least once a week/week and a half, and vaccumed... they are actually a great indoor pet.

They are very sensitive to heat. My daughter had one and took it to the park with her on a warm day. It died from overheating. I don't think they have a mechanism equivalent to sweating. I would keep the chinchilla in the house at a constant temperature for best results.

They live outside in the wild..the colder the winter the thicker their fur..so they have no problem staying warm.

they cannot get hot!!! it is recommended that they stay at a constant temp. (about 70-72 deg.)
if you want something furry for outside, get a rabbit.
