I need a particular picture of a womans arm, and will pay for it. I have tried google, webshots etc but none have an actual photo request option, any Ideas?

There are stock footage companies that have a large collection of assorted photos for sale. Look them up on the web and contact them. I think just looking on the web for an image will not be effective.
Another possibility is to see if that arm is part of a photo that you could find and then ask the photographer to crop it for you to show just what you need.
The third possibility is to get someone with a digital camera to photograph exactly what you need and have that printed as needed.
