An outtie? I so wouldn't do it on the belly button but maybe on the skin around it. But still it would look a little creepy.

yes its not the actual belly button that is pierced but the skin just above so they wont put the needle through your outtie.

you can with parents permission if you are under 18. However, they get infected easily. be careful.
