Don't panic rust is quite manageable but you do need the right products a can of rustoelum from the home depot does not cut it. You need to use a system that cleans the surface then removes the rust and finally seals the surface if this is not done it will simply return. I have spend many years in the corrosion control industry and this is how we deal with corrosion in many applications. Check out the kbs coatings they have products like this for retail consumers.

If you are truly serious about keeping this vehicle then my answer is to take some steel sections and weld them over the hole in the frame. But first grind or cut away as much of the rotted metal as needed to insure that when you weld the new sections in you are welding to solid metal and treat the area around the hole with a rust conversion compound (you can buy it from a company called "the Eastwood company") they advertise in automotive magazines. But do not apply it where you are going to weld or you risk starting a fire and if the rotted area is near fuel lines or the gas tank then I recommend having a pro do the repair or you will end up either in a hospital burn ward or in a box six feet in the ground if any heat or flame gets close enough to either one.

The best way to repair it is to take a Sawzall and cut out all the rust. Then make a patch out of sheet metal and weld it in place, and paint and undercoat it.

Buy a Frame Coater Kit from KBS Coatings. It has a quart of everything that you need to clean & degrease, prep & etch and permanently seal your car frame from rust & corrosion for about $52. A great savings over buying everything individually too.

You should use a Rust Preventive Paint. RustSeal by KBS Coatings works very well. http://www.kbs-coatings.com/KBS-RustSeal-C37.aspx
