Did Iran spend more on Hezzbollah or Tsunami Victims?

My guess is Hezzbollah but not sure but am sure that Islam does not care about human life so would make sense.

Iran gave aid to the tsunami victims :the Iranian Government has sent $1.2 million worth food items to the victims of the tsunami.
On Hezbollah ,I have no idea how much they spend or if they spend anything...
And Islam does care about human life...U could have said that the Iranian government does not care about human life...
