Yes, that is how it is learned. Leadership, though some are gifted with the abilities, is all learned. Even those gifted with leadership qualities still need to strengthen thier gifts and learn beyond what they are gifted with if they are to ever develop into a true leader.
Reference to some books I list below concerning leadership.

There are different types of knowledge:
Facts and know hows.
Leadership is the "know how" type -- in that something must be done to process it.
Learn and study all you could, but leadership are all the necessary actions one takes to lead. Do them correctly, you have leadership, do them incorrectly, you don't.
It is a goal to be realized.

Leadership skills can be learned but leadership qualities are something you either have or don't have, you can't teach these qualities. Just like music, you can teach someone the principles of music but if they don;t have the raw talent, they will at best be average musicians.

Yes, but one has to be able to have humility, to be a leader. One of our greatest Presidents, Abraham Lincoln, was extremely humble, because he knew he had a truly awesome responsiblity, in leading the Union to safety.
One can learn the qualities of leadership, by studying other great leaders of the past, and emulate their qualities.
But, it really is only by leading, by taking responsibility, that one learns to be a leader.

no... if you're born a leader, it'd would show in you. sometimes, learning is a dangerous thing. too much of it often cause dictatorship. the lack of it causes chaos on the other hand... thing is, look at it this way... a prince is going to be a king when the time comes, right? but can he carry his kingdom well? there were numerous accounted historical facts were men lacking in education rose to prominence (hitler was one)... also, men who were king sent their monarchy to total dissolution.
leadership is inherent. as a child, if one shows qualities, you'd notice it. sometimes the bulliest of them becomes their knkown leader. sometimes the most genius, becomes the leader. in athletics, the captain of a team doesn't have to be the best player. at times they choose the most responsible guy even if he's skill are limited.
leadership in a man/woman shows how skillful you are in handling responsibility. that's the earmark for a born leader. a summa cumlaude may be good in the academe but that won't be a gauge for him or her to be good in teamplay. at times, the most amicable person in a campus has the best chance of becoming a good leader.
my arguments are therefore debatable. but this i believe. a leader has to believed he is one... lest the consequence of leading the pack into the blindness of night.

Absolutely. I don't believe there is such a thing as a "born leader;" it's someone who has observed, absorbed, and knows how to communicate with and inspire people.
