Without hearing it for myself I cant be certain, but I think it just might be the fan or the hard drive. Other than those, I dont think there is anything else that can make noise.
Open you computer up and try to identify the source of the problem.
If the sound comes from the hard drive, get a new one because it may be getting ready to crash.
Sometimes when i hear loud sounds coming from my PC, its usually just a wire brushing against the fan which results in a loud whirring noise....see if thats whats causing your problem.

It's probrably pretty normal. Depends on what type of computer it is. If it's a gaming rig, then it's normal, but if it's like an office or home computer, it shouldn't be that loud. It depends on who made it too, custom computer generally louder than computers from famous brands like HP or Sony (Vaio).
A computer shouldn't be that dusty after nine months, well depends where you store it, and how crazy your fans are. : \ A cleaning would be a good idea as well.

When was the last time you cleaned the computer? The most common reasons, for loud noise are.
The computer is very dirty and dusty inside.
The computers fan is going bad or was damaged and needs to be replaced.
Or the computer heats up, gets too hot.

Most consumer computers use cheap components, including the cheapest fans they can put inside.
One thing you might check is the indexing service. Disable it in the services panel. Its notorious for pegging your CPU at 99% and making your fans run at full blast as a result.

(sounds like a loud cpu fan) find the fan making all the noise and replace it with a better fan...get new fans that aren't so loud...like a whisper fan at any computer store. but make sure it has the right cooling capabilities...some fans are just cheap and make to much noise...been there done that....PS; fatter blades tend to make more noise.

It generally happens due to the power supply fans make sure that its the power supply fans are causing the sound its not a serious problem but better to get the system serviced.

could be bad cooling fan or dust built up on the fan blades, may be time for a cleaning.
