It depends on what phone service it is, but certain companies can block out certain numbers. Possibly whoever you are trying to reach has blocked your number... Or possibly to control their bill they have blocked all incoming calls.... Don't take it too personally, call the company if you know who it is and ask them what it means. They would be the best chance to get the right answer. If you can't get a hold of your friend to find out directly from the horse's mouth....

People here appear to give answers without any knowledge of the subject.
This recording means that this person is a T-Mobile customer and her bill has not been paid
That is the ONLY reason you hear this message,it hjas nothing to do with the phone being blocked by the owner

I received the same message when calling from my work number, ( I am a bill collector.) When I called from my personal cell, the phone rang. Best answer, from a scientific approach, it means the customer has blocked your number.

It means your number is blocked. It sounds like all incoming calls are blocked. Try calling from a different # to make sure.
