Try maxpages.com. It is free and it has tons of options. This is great for people without much experience at all. It isn't the best, but if you need to post info on the web quick and efficiently than this is great.

Depends on what kind of web site. If it is for fun just starting out, check out dyndns.org for a free domain name and start running Apache web server on your PC. I recommend installing Linux if you can but you can use Microsoft as well. If you want an interactive site I would suggest using PHP on your server and run PostgreSQL database.
