If it's something I can just wipe off, yes. I don't really care how long it's been on the floor.
But something like Butter... no. I wouldn't scrape Butter off the floor and use it. I'd just get the dog to clean it up.

No. Either way the food drops on the ground and has touched and adapted to the dirtiness. However, I do agree that it is a waste of shame if you just throw the food away. I'm sure the food has other better uses too even when it's dirty. Well, it depends where the food has dropped. If it is in the mud, don't eat it. If it's on a table or somewhere that isn't SO dirty, it'll be okay!

Hello. - It depends on what type of food it is.
The Five Second Rule.
Having an arbitrary rule justifying the consumption of food dropped on the floor within a certain time frame is convenient, especially when said food is a brownie.
Unfortunately, tests (and logic) confirm that germs will stick to most foods right on contact.
