But if the oxygen supply to the human brain is cut for long enough, it might cause paralysis, and put the person in a vegetative state.

If the supply of oxygen to your brain stops for any decent amount of time brain damage will happen.If it's a extended amount of time then the damage will be permanent and if it goes a very long time a half hour or more your brain will die and all life functions will cease.
