Shaping and trimming roses is an ongoing battle, but serious pruning should be done after the first heavy frost, and then your babies put to bed for the winter. Tree Roses are the worst and need special techniques to preserve the 'tree'...ask your local nurseryman to give you some tips on how to do them.

I think you trim roses close to the base of the plant after production has stopped usally during the cooler months
