A mine,... to be more accurate, any underground mine, whether it is still producing or if it is a closed no longer producing mine, if its abandoned, its even more dangerous. You could get trapped in a cave in or some mutant monster lurking in its depths could take you for a snack.

You did say it had to be accessable by any human being at any time and any where - right?

What else could it be?

those before me don't realize you'd need specialized expensive equipment to get to the deepest parts of the ocean, you're question was quite specific.

quite literally, the answer is the dead sea. it is the lowest point on earth, and it is called the dead sea because the salt concentration is so high that it can not sustain any living organisms. it is very easy to get there, take a flight to Israel, it is about an hour drive from Jerusalem.
