You can't.

Why don't you talk with her over coffee and mention the behaviours that you are seeing that are causing you to wonder if she's going through something that a friend should know about/could help with, and see what she says?

I had a friend who was on cocaine and didn't say anything. But she became the loudest, sleaziest, most obnoxious person whenever we went out, I had to ask. She denied it then, but later admitted it.

First thank you for careing so much for your friend.
Yes, come out and ask her. Or just spend time to see her behavior over a period of time.
I know kids who died from drugs.
Please don't join her in any of her bad habits.
And reach out for some help if she is doing drugs. It is better to have her hateing you and alive then being cool with you and her running her life in to the ground.

You can't unless you're going to be a sneaky SOB and snoop around her bedroom or try to catch her in the act. If you're concerned about her well-being, you would ask her. There are some signs -- provide more details. What are the signals that are leading you to believe that she is on drugs?

Mention it is passing as though you were thinking about looking into it. If she knows she has a partner in crime she may be more inclined to invite you into her circle. You may also just sit her down and let her know your thought. Tell her that you are concerned and only want the best for her!!

you need to just ask her

here's what you do:
you say: hey hun we should talk
friend: about what
you say: are you on drugs you little skank?!?
she says: how did you know? about the skank part i mean??
you say: i just know these things, because i am an alien that is from uranus. wow i really miss uranus. can i go back to uranus? please?
she says: sure, i'll help you with my pant buttons

no, i hope not...but whatever

peace and who knows, maybe she's not on drugs, just ask and things will work themselves out

hmm that's a tough one i would say spy on her but if she catches you she'll hate you forever. i think the best way would step out adn ask her tell her it's serious and ask her if she is and explain why you asked say you care about her and thats the truth right? tell her you care adn you need to know. and if you don't want to do that you could talk to someone like your parents or her/his parents or a councilour anyone just talk to someone her or an adult to ask...

Erratic behaviour, changes in mood- increase or decrease to appetite- lethargy or excessive energy- new friends who have the druggie rep...good luck and don't be afraid to talk to her about it...

If you really are her best friend you should care that she is safe no matter if she gets really mad at you. It will be worth it even if she never talks to you

Look for red eyes or dilated pupils. When she is hungry does she say "I have the munchies"
