Montevideo (and Buenos Aires) appears to be at about 35 degrees south latitude. If the earth were tilted 27 degrees, the Tropic of Capricorn would be at 27 south (instead of 23.5), and the Antarctic Circle would be at 63 south (instead of 66.5).

Since Montevideo would be between the Tropic of Capricorn and the Antarctic Circle in your scenario, it would be in the south temperate zone (as it is now). Therefore the sun would never be directly overhead.
