First, check to make sure there is spark, then check compression to make sure it has enough, then check the air filter for cleanliness. Then if you have both of those try squirting some gas into the carb and see if it starts and dies. If it starts and dies with gas sprayed in you have carb problems. If it does not start at all you may want to see if the timing key has been sheared between the flywheel and the crankshaft. Even a small indentation in the key can make the mower not start. Causes of this usually stem from hitting something hard like cement with the mower.

Simply take the air filter off, and pour a few drops of gas down it and if it starts.... it has spark and compression.......
IF it doesn't start, check spark first ground the plug to the head, watch for blue snap, no spark, pull the kill wire off the coil as a last measure, still none, bad coil.
compression over 70 psi.
Plug is new, so that shouldn't be it..
If it starts off the gas and shuts off.... rebuild the carb.... 20 inch? Should have a small 3.5 briggs or tecumseh on it.... which are simple..
REPLACE the air filter.... if it looks dirty, even if its foam...., replace em around once to every other year.
IF you have hit something..., sheared flywheel key (take the flywheel off and check it)

Make sure it's sparking and you also need to check the carborator,clean the air filter by running some gasoline through it and put it back together and spray it with ether while trying to start the mower.If you aren't getting a spark it's because gas isn't getting through the carborator to make a spark.

More information is needed, has the mower been in storage for a length of time? If that is the case, the carburetor is gummed and will have to be removed and taken apart and cleaned. The gas tank could be gummed or have water in it or the ignition could have died.

sometimes the coil needs cleaned off, to do this the top has to come off, the part that the pull rope is in, the coil is right under it it has the plug wire coming off the back of it. remove it and sand the two parts that go right up against the flywheel. when you put it back on use the sandpaper to space the coil away from the flywheel.

air filter clogged? if its sponge type one wash it out with soap and water, put a few drops of oil on and viola!
